Froling, one of the leading lights of the the Ballarat Rush this season will get a second stint at the top level of the game having previously played at Bendigo Spiri.
She is one of four Froling siblings who are currently playing NBL or WNBL which include twin sister Keely and brothers Sam and Harry.
"It's a really good fit for me and my game," she said. "My sister Keely was there for four years and she really developed.
"I know the coach really well and I know he will help improve my game, there's an awesome group of girls there that have had a lot of success and will be great to be around.
"It will be great for me individually and I think it will be great for the whole team."
Froling said she was looking forward to working alongside a number of the Capitals veterans as she looks to continue to improve her game.
She said she would complete this season with the Ballarat Rush before making the move to Canberra for the summer-based season. She has not ruled out returning to Ballarat next season if she is able to.
"I love it here, everyone is so friendly," she said. "There's so much to happen and we don't know what the future holds, but if the opportunity was there for me to come back, I'd be keen.
"I'll complete this season here, while it hasn't been set in stone exactly when the season will get underway, due to the way the world is at the moment, I think we'll get going with pre-season in September or October and then the season will get going after that."
Capitals coach Parl Goriss told the club's website he was keen to reunite with Froling, having previously worked with her in the Australian under 19 team.
Her connection to the club will come as sister Keely has moved on to Sydney.
"One Froling goes and another one comes in - we are very excited that Alicia chose the UC Caps." he said
"I previously coached Alicia at the BA Centre of Excellence and with the U19 Australian Women's team, the Gems, at the 2015 World Cup.
"Alicia was a starter on that team and what I loved about her game was her physical toughness on defence, her rebounding, her ability to run the floor, her physicality in setting great screens for her teammates and her all round willingness to win and compete. She will fit right in with how we practice and play at the Caps and will be an integral part of our team."
The Rush are scheduled to meet Kilsyth at home on Saturday night.
