The project has received $100,000 from the state government as part of its 2020-21 $13.5 million Community Cricket Program.
The rest will be funded by the City of Ballarat.
VRI Delacombe junior coordinator Danyel Attard said the club was thrilled with the news.
"We couldn't be happier with the announcement," he said.
"It puts us on level playing field with other club facilities, it'll just be so much easier to run a training session, we're rapt."
The upgrades will replace the two current nets, which do not meet Cricket Victoria standards.
They will be replaced with three enclosed cricket nets and one public access net.
City of Ballarat Councillor Ben Taylor said it's an important project to help expand cricket in the area.
"Our community sports clubs need good facilities for training and play to attract and retain players and volunteers, particularly in an area that is fast growing like Delacombe and neighbouring suburbs in Ballarat west," he said.
Wendouree MP Juliana Addison said it's important to support these projects.
"It is just something that I keep coming back to, these partnerships that we have are just the best thing, it brings the best outcome for our community," Ms Addison said.
"When we upgrade community facilities, the whole community benefits."
