There was a significant police presence in Sturt Street on Tuesday morning as police descended on a Sturt Street vape shop.
Members of the Ballarat Crime Investigation Unit, wearing plain clothes, were supported by numerous units from the Public Order Response Team to execute a warrant just after 10.30am.
Several public order response vehicles were parked in the vicinity, while others patrolled the area.
Ballarat CIU's Detective Sergeant Paul Allen told The Courier the arrest followed an alleged brawl at The Sporting Globe about 9.05pm on Wednesday, June 30.
He said four people wearing outlaw motorcycle gang regalia allegedly assaulted two males.
Police say it was not believed the two parties knew each other and the venue later reported the incident to police.

While the investigation is ongoing, the execution of the warrant resulted in the arrest of a 25-year-old Alfredton man.
After several hours of interviews, the 25-year-old was charged with a number of offences: affray, assault in company, willful damage, state false address and riotous behaviour.
Detective Sergeant Allen said the investigation was still open, with ongoing enquiries into the identities of the other three alleged offenders.
"We would encourage them to hand themselves in," he told The Courier.
He added the arrest highlighted that police had a "zero tolerance approach to this type of behaviour".
"This is part of the ongoing efforts of police to tackle public order offences in licensed premises," he said.
The 25-year-old was bailed to appear at Ballarat Magistrates' Court on February 7.
