Daniel John Judd was intercepted on December 13, 2020 after speeding 104km/h on Sutton Street.
Police found he had a learner's permit but did not have L plates displayed and was not wearing a high visibility vest.
He blew a reading of 0.077, above the alcohol limit.
Judd pleaded guilty to the offending at the Ballarat Magistrates' Court on Monday.
The Sebastopol man said he regretted his decision to drive the motorbike and speed.
The court heard Judd had a prior criminal history that included unlicensed driving.
"Up until a few years ago I have been very silly. This is the only thing I have done in the last few years," he said.
Judd said he had health issues and difficulties walking after an accident.
He said losing his licence had affected his entire family.
"I very much regret this. It has hurt my whole family," he said.
"I've been punished extra. It has cost me thousands of dollars extra in travel."
Judd was convicted and fined $1450.
He was disqualified from driving for nine months from the date of offending.
"If you drive during this period of disqualification or any period in the future when you are unlicensed, you are getting close to a term of imprisonment," magistrate Ron Saines said.
"You have had five or six unlicensed driving charges in the past."
