Nicholas Farrington, 40, said he was being held against his will and police had 'dramatised' events during his self-represented application at the Ballarat Magistrates' Court on Tuesday.
Police informant Senior Constable Ashley Simpson said Farrington had an argument with two people outside their home in Curnow Street about 8pm on Sunday.
He allegedly used a tyre iron to damage two of their cars, smashing one of the windows, before approaching a resident outside his property and asking where the 'ice' was.
Farrington allegedly chased one resident up Curnow Street and other residents came outside to see what was happening.
The victims are in fear of the accused and are concerned if he is released on bail he will return for revenge.

The court heard Farrington allegedly drove his car deliberately into more than four other vehicles parked on the street.
Senior Constable Simpson said he pushed one car into a fence and pushed another car onto a second vehicle that then hit a third.
The court heard Farrington yelled at witnesses watching from outside their homes and continued reversing while two residents tried to pull him from the drivers' seat.
He is accused of continuing to hit parked vehicles and driving up and down the street before speeding off when police arrived.
Farrington pulled over on Geelong Road when police activated their lights and sirens but then allegedly reversed back into their car, ramming and puncturing the radiator.
The car was inoperable and had to be towed away.
Farrington is accused of driving around country areas surrounding Ballarat, hitting a Telstra pole and fence in Bunkers Hill and speeding off from police again.
He was arrested on Monday after he was found asleep in his car in a Coles car park.
A resident filmed the incidents on Curnow Street and police also accessed CCTV footage from homes.
"The victims are in fear of the accused and are concerned if he is released on bail he will return for revenge," Senior Constable Simpson said.
Farrington is charged with damaging an emergency service vehicle and recklessly exposing emergency workers to risk and made admissions to the Curnow Street offending to police.
"He said he was upset after being ripped off by the occupants of a Curnow Street address," Senior Constable Simpson said.
Farrington's bail application was adjourned to Wednesday after he spoke over the magistrate and prosecutor while ranting from the dock.
"The applicant is being argumentative and won't listen to anything that is said to him," Magistrate Jonathan Klestadt said.
The total cost of the damage Farrington allegedly caused is yet to be determined.
