The plans come weeks after some residents of Leawarra Crescent and streets branching off the crescent were told via letterbox drops they would need to vacate their homes for demolition.
The current masterplan was also delivered by letterbox drop in the past few days with no other contact from the department, say residents.
Described as a 'vision to transform the neighbourhood into a well-connected and welcoming place with great open spaces, and a mix of social and affordable homes in a range of sizes to suit a diverse community,' the plan includes a new road connecting Monet and Chalon Court, with a second road to Lawanna Court.
Another two new roads will cut through to Mawarra Drive. All roads will require demolition of existing homes while Leawarra Reserve will also become housing.
The department says there will be a net increase in public open space of 150m2, just over half the size of a tennis court.
The Village Commons will also require resumption and demolition of homes.
There are currently 147 public housing residences in the Delacombe estate, and 15 homes purchased privately. The department currently plans to demolish 66 homes of mostly three bedrooms to build higher-density units, with reduced yard space.

The department sparked furious responses from affected residents in June, telling them they would need to move from their homes before any masterplan for the overall project had been issued, and promising them alternate housing in the meantime.
Department-appointed community engagement consulting firm Capire says the plan is to "provide a mix of public and private housing in Delacombe Estate, and disperse public housing throughout Ballarat."
