Davies, of Newlyn, and Stowe from Learmonth each polled 33 votes.
They finished two clear of Hepburn's Arna Howard.
Davies was voted best-on-court 11 times and Stowe polled votes in 13 games.
Zarli Clark, of Waubra, is the 17/under best and fairest.
She finished on 28 votes - polled across 11 games - to be four clear Felicity Griffiths.
Skipton's Ruby Gardiner took out the 13/under award.
She received 34 votes, polling is 12 games in a dominant season.
Mila Scharz was runner-up 32 in another tight vote count.
The best and fairest was run as an online event with COVID-19 restrictions not allowing a gathering.
