Victorians aged in their 60s are the state's most poorly represented age group, aside from the under-40s, for being fully vaccinated against the deadly coronavirus, the latest federal health data shows.

This comes as a coronavirus outbreak in Shepparton grew to 12 cases by Friday afternoon after a man in his 30s tested positive on Friday morning. All are from the same family.

It was not known when The Courier went to press late Friday night whether Victorian Premier Daniel Andrews had sent regional areas back into lockdown.

Until now, regional Victoria had been largely COVID free amid the state's latest outbreaks and had been out of lockdown, with restrictions, for 10 days.

Ballarat community leaders have maintained health and government data had been clear, that herd immunity from a vaccinated community was the way out of recurring snap lockdowns and best way to protect our regions.

Thousands of people in Shepparton and surrounding areas have been forced into isolation and several school campuses have closed after a man in his 30s tested positive on Friday morning.

Ballarat has not had an active COVID-19 case for almost a year but Ballan was exposed to the Delta strain last month and cases emerged in Bacchus Marsh.

Victorian Premier Daniel Andrews said if people did not think the rules did not apply to them, the "wildly infectious" Delta variant would "get away" and everyone would pay the price.

"The question really is, do we spiral out of control or don't we," Mr Andrews said on Friday.

"All of us must answer that question in the way we behave and the choices we make this weekend."

The premier called on all eligible Victorians who can get a vaccine, to book in because appointments were available.

Of Victorian aged in their 60s, only 28.09 per cent have had a double dose of a COVID vaccine, which is predominantly AstraZeneca.

This is despite vaccines having been available to over-60s since late March - statewide access to AstraZeneca jabs for under-40s opened up last week.

In stark contrast, almost 50 per cent of Victorians aged 70-74 and 45-49 are fully vaccinated.

The proportion Victorians in their 60s who have had a double vaccine dose, is also less than Ballarat's fully jabbed population, which is 30.7 per cent of residents aged 15-plus even though most 15 to 18-year-olds are still ineligible.

Committee for Ballarat chief Michael Poulton said it was critical to look at barriers to improving protection in the 60-69 age group and how to help overcome these issues to better help the region.

"Most people who were initially on board have got the vaccine but it is hard to get that next group on board," Mr Poulton said.

"We need to be reaching the hard to reach, whether that's people who might not have the internet or those struggling to find time in their working hours.

"The other is to provide information to those who were unsure."

Committee for Ballarat is leading a united jab campaign with the city's key community and health organisations.

Mr Poulton reassured all health advice was AstraZeneca was safe for people aged 60-plus and this had not been in question.

Australian Technical Advisory Group on Immunisation has recommended the AstraZeneca vaccine remains safe to be given to people aged 60 years and over, according to Ballarat Health Services and UFS, which run the region's key vaccination hubs.

Mr Poulton said the city's health leaders had reassured vaccine supply was not an issue in Ballarat.

The BHS-run mass vaccination hub at the Mercure will also take walk-up AstraZeneca vaccinations for over-60s from 8.30am to 3pm, Monday to Saturday.

UFS takes bookings online, at ufs.com.au/vaccine, for AstraZeneca and by phone for both vaccines. The UFS Buninyong pharmacy also offers AstraZeneca to over-60s on Tuesdays and Wednesdays by appointment only.

Almost two in five Ballarat adults are now fully vaccinated against the deadly coronavirus, but the city still lags behind its regional neighbours when it comes to jabs in arms.

Geelong and Bendigo have at least 33 per cent of adults fully vaccinated and Warrnambool, which tops the state for first doses, has 31.8 per cent of adults double jabbed compared to Ballarat's 30.7 per cent.

Also recorded in the state's 55 new local cases on Friday were three in a household at Little River, west of Melbourne and near Geelong. The family are close contacts of cases linked to Melbourne outbreaks and have been in quarantine for their entire infectious period.

It appears there are also exposure sites in Bendigo.
