Flying Agent is next in the weights among the 13 nominations with 66kg.
The Dominator has 65kg, with the rest on the minimum 64kg.
Social Element, which was sidelined for more than a year before this preparation, is going into Sunday's jumping classic with four wins in a row.
He began the sequence in restricted company at Warrnambool in June and has followed up with victories at Warrnmabool again, Pakenham and Sandown Lakeside, where he romped away by eight lengths in the Crisp Steeplechase.
The legendary Waterhouse is chasing her biggest jumps success.
She had her first starter over the jumps when Valediction took out a maiden hurdle at Warrnambool in April, 2014.
Waterhouse has gone onto win 18 hurdle races and six steeplechases.
Fields for Sunday's all-jumps meeting will be declared on Thursday.

THE Ballarat stable of Tony and Calvin McEvoy had its first Victorian metropolitan win of the season with The Brumby ($10) in the Ladbrokes Handicap, 1600m, at Sandown Lakeside on Wednesday.
The McEvoys have been flying on the country circuit - especially on the Ballarat synthetic - with 10 successes, but have had just a handful of city runners in the first month of the season.
Only Ciaron Maher-David Eustace have had more winners in Victoria.
With Ballarat stables taking all before them, Nigel Blackiston also found himself in the winners' stall with Diaquin ($17) in the Ladbrokes Cash In Handicap, 2100m, at Sandown, as did Andrew Noblet with Ghodeleine ($2.40 favourite) in the Ladbrokes Easy Form Handicap, 2100m, and Julie Scott with Wicklow Town in the MRC Membership Handicap, 1400m.
