The 34-year-old left-hand batsman and spin bowler arrives at Naps-Sebas with first class experience in his home land of Sir Lanka and joins countrymen Sajith Dissanayaka and Janath Tissera.
Head coach Dan Davies described the signing of Pushpakumara as a "free hit" for the club with him arriving without any strings attached.
He said Naps-Sebas was committed to developing players from within its own ranks and where possible attracting former players back into the fold as the backbone rather than going down the path of paying overseas imports.
Davies said having the likes of Pushpakumara arrive to complement this approach was a real bonus.
"He ticks all the boxes. He trains hard, he's got experience and he'll bolster our middle order."
Davies said Pushpakumara knowing quite a few players at Naps-Sebas had been instrumental in him making the move.
Pushpakumara won a club best and fairest in his first season at Brown Hill when he averaged 28 and had a highest scored of 68 not out.
He also took 25 wickets at 16.88 runs, with best figures of 4-31.
Last season he topped 300 runs, predominantly batting between four and six, to average 21.64 with a top score of 66. He toom 17 wickets at 27.24.
Davies said Napoleons-Sebastopol had managed to start pre-season, but like all clubs was now on hold until the COVID-19 lockdown ended.
He said in addition to Pushpakumara, the club had been pleased with welcome the pace duo of Jacob Coxall from North Ballarat and Sam Hill from St Andrew's Hamilton.
Coxall was announced as a recruited earlier in the year.
Davies said Coxall was looking for greater opportunity.
Coxall spent more than half last season playing seconds before breaking into the North Ballarat first eleven for the last seven rounds.
He said Hill, who was a university student, played a handful of games last season and had committed to staying on.
After starting the season in Hamilton, Hill made three appearances in the firsts, returning the best figures of 3-32 against Darley.
Napoleons-Sebastopol did it tough last season, winning three of 18 one-day rounds to finish last in the 10-team competition. Naps-Sebas last played finals in 2016-17, but has finished with the wooden spoon three seasons in a row.
The BCA is still to release a fixture.
