The top level exclusively played one-day fixtures in 2020-21, with the season comprising 18 home and away rounds and a three-week finals series.
BCA operations manager Jenna Fowlie said the 10-team first eleven competition would play 15 rounds - nine one-day and six one-day matches.
Every team will play each other once in a one-dayer, while the two-day match-ups will be drawn at random.
Other senior grade structures:
Seconds (17 teams): 13 one-days, four two-days. Every team has a bye.
Thirds (16 teams): nine one-days, six two-days.
Fourths (16 teams): nine one-days, six two-days.
Fifiths (12 teams): all one-days.
Fowlie said team entry changes included Ballarat Fire Brigade and Lucas adding third sides.
Fire Brigade has a team returning from the Grenville Cricket Association, where over the past two seasons it won a premiership and had two grand final appearances.
It will have one team in the fourths and two in the fifths.
Lucas is stepping up into the seconds with its extra side.
Golden Point reduced its presence by dropping back from two teams to one in fourths.
Fowlie said work on the fixtures was continuing.
She said the plan was to have them finalised next week.
Junior girls' and boys' affiliations and fixtures are also in the process of being finalised.
