Regional development minister Mary-Anne Thomas confirmed she met with local councils, regional business leaders along with council mayors and chief executives to discuss the idea.
The meeting comes as regional Victoria prepares to exit its lockdown on Friday. But the eased restrictions aren't enough to open some hospitality businesses.
"Many communities have put their hands up to be a part of the trials," Ms Thomas said.

A City of Greater Bendigo spokesperson confirmed the council was part of the conversation and happy to be part of a trial.
Ms Thomas, who is also Member for Macedon, said there were no new details on the vaccination passport plan.
"The premier has said many times that we are looking to a future less about lockdowns and more about lockouts," she said.
"I expect the government will have more to say about this shortly but there are currently no further details.
"I can tell you that government agencies are working hard with interstate counterparts as look to establish the (mobile) applications needed to make these possible and easy for event promoters (and others) to implement them.
"As a regional MP, I'll be putting my hand up for my community to be part of the trials. Across Victoria people really want to get parts of their old life back that they are missing out on including concerts, performances, the arts and being among people again.
"Technology and a vaccine passport will be key to that but there are no further details."
Ms Thomas said vaccination was the first part of a staged approach to returning to a resemblance of normal life.
She said rural and regional Victorian vaccination rates were impressive.
"We are seeing 67.9 per cent of rural and regional Victorians with a first vaccination and 43.9 per cent of regional Victorians double vaccinated," she said.
"There have been 2.5 million vaccination delivered through 41 state run clinics (and) GPs ad pharmacists are also there ready to vaccinate people.
