Senior field umpire coach Billy Mitchell said Tinetti enjoyed another consistent season.
"Adrian is one of the most composed umpires and an excellent decision maker," he said.
"His fitness, knowledge of the game, attitude and match management skills has earnt him this award again in 2021.
"He is highly respected by his peers in umpiring and also the broader football community."
Callan Evans claimed the best and most consistent goal umpire for a seventh straight season, the longest streak at the top of the goal umpiring ranks in BFUA history.
BFUA Chair Deb Sleep praised all the award winners for what has been a tough season.
"Just like the players, our umpires would love to be out umpiring right now," he said.
"So it is a little bittersweet, but an important time to recognise those who have risen to the top of their craft, and those who are showing fantastic signs for the future of umpiring in the region."
