THE City of Ballarat has moved to explain a video that went viral over the weekend of a garbage collector literally disposing of a complete rubbish bin.

The video showed a City of Ballarat garbage collector struggling with a rubbish bin which he attempts to place into the carriage to dispose of.
But instead of seemingly emptying what was in the bin, the entire bin was loaded into the back of the truck.

But there is a very logical reason according to City of Ballarat chief executive Evan King.
"The Delacombe resident presented a non-authorised bin for his green waste collection which was taken away on the morning of September 3," Mr King said.
"The resident contacted our customer service team to order a new bin on Friday September 17, which was delivered the same day for his future green waste collections."
Mr King said the City of Ballarat had been made aware of the footage.
"We are reviewing this incident to ensure proper removal process of non-authorised bins is followed in the future," he said.
