Organised by Daman Shrivastav, who runs the charity DD's Kitchen with his eight-year-old daughter Diya, the meals will be distributed through Ballarat's Food Access Network.
Mr Shrivastav began cooking meals with Diya to help people in need in Melbourne, including stranded international students and people experiencing homelessness.
He and his team of volunteers have expanded their operations, now cooking wholesome meals for hundreds of people at the Collingwood Neighbourhood House each week.
After supplying hundreds of meals to locked-down Shepparton last month, he got in touch with community members in Ballarat, and got cooking once again.
"Anyone who's hungry, we provide food, and it's quite motivating, we try to let people know if a dad and daughter can do it, everyone can do it," he said.
"Food is a basic human right, that's what our mission is.
"We cook a lot of food and deliver it around Melbourne - for about six months we've been a registered charity."
Breezeway is a Ballarat initiative run by Uniting, with a community kitchen and foodbank - coordinator Jen Wright said it was a massive donation from DD's Kitchen that will help more than just one organisation.
"It's fantastic they've thought of us, they're doing a fantastic job," she said.
"We're involved and helping distribute, but it's nice to see the Food Access Network members get some access as well.
"We're really grateful for what they've done for us and the Ballarat community, and we look forwerd to working with them again."
Mr Shrivastav said Diya did her best to help move the heavy rice on the day.
"She wants to jump in everywhere," he said with a laugh.
"She loves it - she was learning online and getting bored, so I said 'well we're cooking and doing these recipes, so let's do it online', and she has her own YouTube channel now, we cook and post it up, people love it.
"We started having live cooking classes for the schools - every Friday, we supply the recipes to the families to cook with us.
"It keeps them motivated - it's not just the people in need for food, it's also the motivation, we can be creative in this dark time."
