The ambitious plan is contingent on the roll-out of the COVID vaccine and will essentially be the biggest event Ballarat has hosted in the past 18 months if t comes to fruition.
Since the new racing season commenced in August, Ballarat trainers have won 67 per cent of races held at Ballarat.
With the recent 'Road Map' announcements from the state government and Racing Victoria trialing the Vax Passport at country cups during October, the club says it is feeling more confident that there will be a crowd for this year's race.

"The club has a Tier 2 COVID plan approved by the Victorian government, but expects that a double vaccinated crowd in attendance could be capped at a maximum of 5000 people," Ballarat Turf Club chief executive Belinda Glass said.
"Hospitality packages released to our members, sponsors and early enquiries have resulted in a good take up.
"General Admission tickets are expected to be released in late October subject to capacity still being available."
Major Melbourne spring racing events such as the Caulfield Cup and the Cox Plate are yet to be able to guarantee attendances.
COVID lockdowns are expected to be eased and with events being considered for vaccinated community members it's looking likely that the Clubs major event will be open to the community.
"We will continue to liaise with the government, Racing Victoria and Country Racing Victoria to ensure that all protocols are followed, ensuring the community is safe and that our participants are safe as well," Mrs Glass said.
"Our participants and essential staff have done an amazing job to keep racing going and we hope that they are able to enjoy the Ballarat Cup in front of their owners, friends and families.
"It may be the first opportunity for friends, families and colleagues to enjoy each other's company at a large scale event like this since the pandemic started. We are excited at the prospect of playing a part in bringing that to life."
