Richardson played 10 games for United, while Bail made nine appearances for Rangers and was the league's leading scorer with 19 goals.
Richardson was also prominent up front, hitting the back of the net 11 times.
Freya Duffy from Sebastopol Vikings was voted the women's division one best and fairest.
