Police have still made no arrests following the horrific incident, but tributes have poured in for the man who was killed on his way to work.
David Thomson, 60, was riding his bicycle to Eureka Concrete when he was struck a car on Brazenor Street about 5.30am on Thursday.
The driver of the car fled the scene and remains on the loose, according to the latest update from Victoria Police.
Mr Thomson's son, Dylan, paid tribute to his late father on social media.
"Words cannot express how we are feeling at this time," he posted.
"He was an absolute gentleman with a heart of gold and will be dearly missed by everyone he met. We will strive to make him proud every day and make sure his legacy lives on.
"I'm going to miss you man."
North Ballarat Cricket Club also paid tribute to Mr Thomson.
It is with much sadness we acknowledge the tragic passing of former player and administrator David Thomson.
"David joined our club in the twilight of his playing career and played in our 4th XI premiership in 2013/14," the club posted to social media.
"He was also a member of our Committee for a number of years and was the recipient of the Ron Hall Memorial Best Club-Person award in 2015/16 and 2017/18.
"In addition, he had also been a member of the BCA Pennant Committee since 2014/15."
Mr Thomson is survived by his wife Ann and two children, Dylan and Sophie.

An absolute tragedy and loss of a kind and supportive soul. David and I shared an office for a period and he was a delight to be around. Sincere condolences to his family who adored him.
