Hepburn Wind will partner with local provider t2zero (t2z) to deliver the "affordable" bulk-buy.
t2z Business Executive Jurgen Rhyon said the benefits of heat pump technology had never been clearer.
"Electric storage water heaters account for a substantial component of household electricity consumption. Imagine being able to reduce this component of consumption by 80 per cent?"
He said the Victorian Energy Efficiency Certificate (VEEC) rebate was at levels never seen before and consumers could save thousands on a new system, making it the perfect time to transition to the technology.
The Hepburn Z-NET Community Transition Plan found households across the shire could save up to 18 per cent off their electricity if they switched to hot water heat pumps.
Taryn Lane, General Manager of Hepburn Wind, said the community was committed to reaching zero-net energy by 2025 and zero-net emissions by 2030 through the Hepburn Z-NET plan.
"Energy-efficient technology brings down household energy costs while supporting those targets," Ms Lane said.

According to Sustainability Victoria, heat-pump hot water systems use a refrigeration cycle to extract heat from the surrounding air before a heat exchanger heats water in an insulation storage cylinder.
The systems work in a similar way to reverse-cycle air conditions when they run on a heating cycle, but heat water instead of air.
Two webinars will be hosted to demystify the technology, explain the bulk-buy process and give community members an opportunity to ask questions.
These will be hosted on Wednesday, October 27 and Monday, November 8 from 6-7pm.
