Ballarat has recorded just one new COVID cases in the 24 hours to midnight on Monday.

The new case has been listed in the 3357 postcode.

There are now 39 active cases, a drop of seven since Monday.

The number of active cases in Ballarat is at the lowest since October seven.

The Moorabool Shire recorded 10 new cases, taking its active tally to 104.

Of the new cases in Moorabool, six are in the 3340 postcode.

The Hepburn Shire has recorded 2 new cases, with its active tally now sitting on 7.

The Pyrenees and Golden Plains shires did not record any new cases.

Victoria's COVID numbers remain relatively steady as the state edges closer towards the 90 per cent fully-vaccinated mark.

There were 1,069 new cases and 10 deaths confirmed in the 24 hours to midnight on Monday.

Hospital numbers have increased slightly, but the active case count continues to fall.

There were 47,794 tests returned yesterday and 84.6% of the population is now fully-vaccinated against COVID.

In Ballarat, the number of active COVID cases continues to fall.

According to figures released on Monday, there were 46 active COVID cases in the city, the lowest figure in a month.

There were four cases confirmed on Monday and today's figures will be released later.

Ballarat has also smashed through the 90 per cent fully-vaccinated mark.

Meanwhile, rapid COVID tests could be used as a way to keep schools open, even if an outbreak is identified on campus, under new modelling presented to the federal government.

The latest Doherty Institute modelling, presented to national cabinet last week, recommended schools use rapid antigen tests instead of 14-day quarantine measures should a student or staff member test positive to COVID-19.

Under the institute's "test-to-stay approach", should there be a positive outbreak, students would be given the antigen tests and would be allowed into school if they return a negative result.

Only those who are positive would have to stay home.

Doherty Institute director of epidemiology Professor Jodie McVernon said pilot programs were under way for test-to-stay.

"Clearly, you have to work out how to do something properly before you can recommend it," she told the ABC.

"Depending on how they go, I think that will be probably something that's perfected for 2022."

The modelling found the method was as effective at reducing COVID-19 transmission at schools as 14 days of quarantine, while also reducing the amount of missed classes.

The institute's report said the test-to-stay method would result in just one more infection in primary schools and six fewer cases in high schools compared with having an entire class quarantine for two weeks.

While regular rapid antigen testing has been touted as a path forward for schools to remain open, head of modelling at the Burnet Institute Dr Nick Scott, who worked on the final report, said the approach was not tested for offices.

"There are reasons to believe that tests-to-stay in the workplace could be different to tests-to-stay in the schools," Dr Scott said.

"We don't want to draw that conclusion until (modelling) has been explicitly done."

The new modelling comes as medical regulators are deciding whether to approve the Pfizer vaccine for children aged five to 11.

Prime Minister Scott Morrison said while the Therapeutic Goods Administration was considering data on whether to approve the jab for the younger cohort, caution was needed.

"We won't take further steps unless there is clear medical advice that we should proceed," he said.

Dr Scott said the virus risk would be lower in primary schools should the vaccine be approved for five to 11-year-olds.
