Ballarat Health Services says a confirmed COVID case attended the "umbrella section" at Dowling Forest Racecourse in Miners Rest.
At this stage there have been no isolation or testing orders given, however anybody who attended the cup is urged to monitor their symptoms closely and get tested immediately if any symptoms appear.
The alert was issued late on Monday night.
There was a crowd of about 5000 at this year's Ballarat Cup, although all attendees were required to be fully vaccinated.
There were no COVID-imposed caps on crowd limits at the time of the event on November 20, but Ballarat Turf Club limited the crowd to 5000 people due to other regulations.
The Department of Health and Human Services no longer lists exposure sites, as such.
Instead, the department will use the new alert function in the Service Victoria app or direct SMS message to notify patrons of higher-risk venues where positive cases have been present - such as restaurants, gyms and nightclubs - and advise them to get tested.
