According to the Bureau of Meterology, about 47mm of rain fell on Wednesday to 9am Thursday in Ballarat, but 102mm fell in nearby Wilsons Reservoir.
The bureau warned smaller storms are possible on Friday, but Ballarat will miss the worst of them.
There were more than 220 callouts in Ballarat from Wednesday to Thursday, with 91 in Creswick alone on Wednesday.
On Thursday, there were another 25 callouts to 5pm, and 12 in Gordon, which also experienced flooding.
Ballarat State Emergency Service deputy controller of community engagement Olivia Lorkin said there were some serious incidents volunteers responded to, including six rescues from cars and buildings surrounded by floodwater, and significant flooding along the Gnarr Creek.
"When it backs up, it floods the houses in that area, so that was significant area for our volunteers to cover," she said.
"A tree limb went through a ceiling, and because of the rain, the house flooded, so our role is to remove the limb safely and come back to tarp the situation.
"There were some evacuations in Creswick, a number of people were evacuated and had to wait out the storm until the water began to subside.

"We typically see between two and 10 jobs, sometimes more depending on the weather, but this was a significant storm event for us."
She urged people to learn where nearby floodways are, safely check gutters, and make sure outdoor items were tied down - never drive through floodwater.
