Ballarat Council gives details on new suburb of Lucas

EXACTLY what life will be like in Ballarat’s newest suburb has become clearer after planning documents were lodged with local authorities.

Lucas, the new suburb set to cover about 750 hectares in Ballarat West, will have 14,000 homes and a neighbourhood activity centre with a supermarket, shops and a medical centre.

Planning documents forming part of the precinct structure plan lodged by Lascorp Australia last month features a $5 million community centre, a $2.6 million district park and an adventure playground costing $450,000.

The activity centre will have 6500 square metres of retail space and is expected to create local employment and essential community services. Lascorp national development manager Rob Harris said the neighbourhood activity centre will bring economic benefits.

“This development will bring benefits to existing residents who are currently lacking quality community and retail spaces.

“There has long been need for more infrastructure in the area and we are optimistic construction will be completed by the end of 2012,” Mr Harris said.

The suburb, officially created by the City of Ballarat council in February, will be bounded by Remembrance Drive, Dyson Drive, Ballarat-Carngham Road and the Ballarat-Skipton Rail Trail.

Work will include upgrades to roads, public transport facilities including bus stops, and open space.

The suburb, named after Eleanor Lucas and the staff of her local textile company, who planted Ballarat’s Avenue of Honour after World War I, will eventually be home to 40,000 residents. Architectural drawings for the Lucas town centre show contemporary architecture and town planning, areas for outdoor cafes and dining, and stylish landscaping.

Commerce Ballarat board member David Wright said Lucas was a welcome addition to the Ballarat region.

“The area will certainly strengthen Ballarat as a provincial Victorian city. We support the council in their planning for the needs of residents in the west,” Mr Wright said.

Colliers International director Andrew Lewis predicted the new suburb would become a sought after location within Ballarat.

“I think the development will be very successful and we’d expect residential and commercial properties there to be well sought after,” Mr Lewis said. “As new and attractive investments for reselling, they will be great opportunities for investors.”

Got to love how shopping now equals activity.

I estimate we are talking about 35,000 people. I hope there are more jobs than a few in retail. A school might be nice and some $60K+ jobs would be nice too so people can pay off their mortgages.

Oh yeah? What a load of exaggerated twaddle.

it sickens me that the mantra of growth=good+improvement goes unchallenged.

Just a few years ago Ballarat nearly ran out of water; urban expansion is consuming land that once provided our food; and due to council's obsession with the CBD taffic is going to only get worse.

....and the water is coming from...? oops, is that planned for. More congested roads controlled by morons who dont have any respect for anyone else on the road. Yes, an Audi income to be able to afford the inflated land costs/housing. Oh dear !

Well said @Elm. It is no wonder people are broke and kids are bored. Shopping is seen as a major past-time. Everyone has to buy more stuff so they can fill their garages and park their cars on the nature strips.

@Davo...the council have already stuffed it up. Lucas is the biggest residential development in the history of Ballarat. It's actually claimed to be the largest residential development in the state of Victoria for a regional city.

The eastern boundary of this development will be directly adjacent a four lane arterial road and a large proportion of the housing is directly under the main flight path of Ballarat airport.

Councils Noise reports openly state that houses in this new estate will be effected by air traffic, so what's the incentive for new residents to flock here?

I just saw the artist's impression of Lucas. Is Council really going to let the developers get away with building shops and plazas designed for a town with endless sunny days?

Get real. It rains in Ballarat on half of all days in winter (see BOM) and we max out at 7C quite commonly. Make them build big verandahs, air-lock doors and lots of big pergolas over the plazas. Anyone for parking or will we have to have a lovely sunny stroll to the medical centre and shops?

Lets have a competition to guess how many Roundabouts the Sub-division of Lucas will have in two (2) years! Will we also be getting more police resources, public housing, a bigger Court House. Seems a good place to build a new Hospital (with Helipad) don't you think?

Ohh noooo, more of Ballarat's bad drivers to deal with.

Looks like the printers will be in full force for the drivers who need a written invitation to enter a round-about.

More people to walk their dogs without leads.

I think I'll have a nervous breakdown now & get it over with.
