A TWO-STOREY student residence could get the go-ahead at tonight’s Ballarat City Council meeting, despite 17 objections.The building, comprising 17 bedrooms, two kitchens, seven bathrooms, two living areas and a laundry, is planned for Highvista Grove, Ballarat East.Applicant Bilateral Logistics Pty Ltd said the building would be used for student accommodation, particularly hospital interns, teachers or trainee paramedics attending university.But the 17 objectors claim the application is commercial, rather than residential.They are also concerned about car parking and vehicle access, impact on the koala habitat, noise, lack of services, over development and the impact on the neighbourhood character.However, council’s co-ordinator of statutory planning Leanne Wilson said the application should be supported with 12 conditions.“The proposed development will not result in any unreasonable impacts on the amenity of the area,” Ms Wilson said. “The proposed use and development is appropriate in the location, given the zoning of the land and size of the subject size. The proposed use and development will not result in any unreasonable off-site impacts to the surrounding area.”If approved, the conditions include providing 20 car parks on site, including one disabled space and three visitor parks. A landscape plan must also be submitted and underground and surface drainage works must be completed.Another condition is that the building must be started within two years and completed within four years.
