Minister says no to Environmental Effects Statement for wind farm at Stockyard Hill

AN ENVIRONMENTAL Effects Statement was not required for a 282-turbine wind farm at Stockyard Hill because the project would not have a significant environmental impact.

Planning Minister Justin Madden made the decision on September 29 after preliminary ecological investigations indicated the wind farm was unlikely to have a significant impact on threatened fauna.

In his decision, Mr Madden took into consideration the fact the project site consisted of mostly cleared agricultural land.

He also noted the wind farm layout had been modified to accommodate flora and fauna issues.

Pyrenees Shire Mayor Lester Harris said council was disappointed with the minister's decision.

"Council wrote to the minister about three months ago requesting an EES be conducted . . . we were very firm in our wishes,'' Cr Harris said.

"With a proposal that has 282 turbines, it should be looked at thoroughly in the most rigorous manner.''

Wind Power made the referral to Mr Madden in June for its $1.5 billion proposed Stockyard Hill Wind Farm between Beaufort and Skipton.

Wind Power engineer and community consultant Ross Richards was pleased with the minister's decision.

"The government's guidelines provide a rigorous set of rules which our company takes very seriously in all our development activities.''

Western Plains Landscape Guardians Group was shocked and disappointed at hearing the minister's decision yesterday.

"We believe this proposal should have been subject to a full EES. We will be looking for an explanation from the minister why he has ignored our requests," group spokeswoman Cassie Franzose said.

The decision that there be no EES, is subject to three conditions including detailed investigations on potential impacts on the brolga population and the significant heritage homestead Mawallok, and an investigation identifying

corridor options for an extension of the electricity grid connection to the site.

This looks like another blow to the Brumby government. This is so out of touch with community expectations, the population around the Ballarat area are well aware of the pitfalls of this project and numerous others planned for the area. To allow a city development company to run roughshod over the top of the local council and wishes of community is unforgivable. The local member Mr Helper will be shaking in his boots come the next election. This project will do nothing to help reduce CO2 emmisions, all it will do is take more money from the pockets of consumers and send it overseas. what a scam!

After some of the comments wind power have made in the past how could anyone trust anything coming from them? They told the public they held a succesful day at smeaton last year, only to forget they said this and say it was unproductive some 9 months later! This company is only in this for money, there are no enviromental benefits to this, infact only detriments. To sign people up to this project and then place all legal liability on the landholder is nothing short of a scandal, the state government should legislate against this deception of the farming community. The brolga and legless lizard stand to lose large areas of habitat, to towering symbols of greed. Mr Madden should rethink this decision, this is a disaster for the ecosystem

How disappointing to read the comments from the NIMBYs above. Not in my back yard? You baby boomers have had way too many children, overpopulated the planet - and now you don't want to be held to account. You have a choice. Lizards or global warming. Make it now. You cannot have both. Your irrational resistance to change astounds us people below the age of 40. You disgust me with your complaining. Never any solutions. Just complaining.

What a joke this decision is, yet another poor call from a government out of touch. At least if this project is approved it will never be built, too far to the electrical grid and no funding with the economic crisis. Wind power will go broke with this dud project!

Pacific Hydro and West Wind rejected this area for lack of wind and too far to connect to the grid. It will be good to see Wind Power stuck with this lemon. Toss turbines go solar Joe Helper!

It's about time The Courier focused on the con of the landholder contract, the mess at Waubra is only getting worse with landholders seeking legal advice as they'll end up owning the turbines and having to decommission them. Ballarat tourism is stuffed if they turbanise the region!

Sam's comment is another example of an ill-informed person. Wind energy is expensive to the consumer, heavily funded by tax incentives, inefficient, and can't be relied upon, whilst not be able to be stored as some people may think. The best alternative energies are geothermal, used in California since the twenties, and solar. If Helper and Madden were really concerned they'd push for solar on consumers' houses, but alas they want something that returns tax even if it is totally inefficient! If the people who live in these areas aren't allowed to be concerned, then who is!!!!

Well done to the people opposing this joke of a solution for energy. It's about time the print media did some articles on the real facts concerning this expensive energy source that is totally useless. It's a shame that landholders drowning in debt think this will save them when they are going to end up taking all the legal liability and having to decommission these things. Ballarat in 20 years' time will be a tourist destination for people wanting to visit an industrial junkyard. Wind Power and their turbines are outdated technology.

To Sam: thanks for speaking a little sense. It seems there is a lot of people clearly opposed to any renewable energy developments, but they don't seem to put forward any positive alternatives. Perhaps we should just leave things the way they are and completely destroy the planet, to placate the childish attitude of our aging population. Let's face it, they won't be here much longer and they won't ever have to face the consequences. The reality is that our generation (and subsequent generations) are left with the job of fixing the damage done by your narrow-minded approach to the environmental degradation of your generation. Newsflash baby boomers.... we need to live in your mess so please excuse us for starting the clean-up a little bit early.
