ORIGIN Energy has submitted its draft planning application for Stockyard Hill Wind Farm, west of Ballarat. The proposal is for a 242-turbine wind farm, with a capital cost of $1.4 billion. It is said to be able to provide enough electricity to power 270,000 homes each year. The wind farm will encompass an area about 5km south of Beaufort, south to 4km north of Skipton, centred around Stockyard Hill.According to the draft, it will create up to 246 regional jobs during the project's construction and up to 32 direct regional jobs during its operation.Landowners will be paid a total of $70 million over the life of 25-year project, while the Pyrenees Shire will receive $475,000 per annum, based on a three perthcent consumer price index. The application features more than 20 draft reports on aspects including flora and fauna, heritage, water, geology and the environment. The project's final size and layout will depend on the review findings. The draft is being reviewed by the Department of Planning, Community and Development and will be publicly available in the coming months.Western Plains Landscape Guardians chairwoman Cassie Franzose was frustrated that Origin would not provide a copy of the application to the association. This claim was refuted by Origin, which said the group had been given a full, unobligated copy of the draft containing each report. In a letter to Origin managing director Grant King, Ms Franzose requested Origin meet with the group to discuss its concerns before finalising the application for public exhibition."Origin Energy has the opportunity to create a fresh start in the region, by working directly with the community, creating a fair and open process," she said.Origin spokesman Ross Richards said the energy provider was keen to hear the community's views and it would be an open and transparent process.
