Police dogs and uniformed members all joined the search after three men were spotted trying to break into a car in a carport Young Street, near the Ballarat Skatepark.
Police say they fled on foot after they became startled.
Then about 45 minutes later they again tried to break into the the house where the car was parked, but fled after neighbours called police.
The search lasted about an hour before an 18-year-old man surrendered to police.
Another offender was located a short time later.
Both were taken to the police station and interviewed before they were released.
Police will today continue their inquiries and hope to interview the third culprit.
