Mr Napthine yesterday visited the Rokewood incident control centre and Dereel fire grounds, where he heard stories from residents and firefighters.
Police are investigating whether the blaze was started by a firebug.
Mr Napthine said arson was disgraceful behaviour and that anyone found deliberately lighting fires would be punished.
“Arsonists are a blight on society. They need to take a good hard look at themselves and change their behaviour,” he said.
“It puts lives at risk, properties at risk.”
Dereel CFA captain Darryn Hill said it was good to see the premier visit the township and support the community after what he described as a devastating event.
Mr Napthine told Mr Hill that he and his crew had done a “terrific job” in difficult circumstances.
“We really, really appreciate it. Thank you very much,” he said.
At a community briefing session, residents shared their concerns, including accessing property, checking livestock and poor mobile-phone reception.
Some said they still did not know whether their houses had burnt down.
John White from the Salvation Army helped provide hot meals and drinks for emergency services staff and residents.
“The firemen have got to be well looked after. We count it as a privilege to help them be able to do their job,” he said.
