Ballarat developer JG King expects to start construction on the Gillies Street North site this year.
The 8.35 hectare site has been vacant since the park closed in mid-2009.
It was initially sold to Melbourne-based developer Casey Group, who planned to turn it into a 175-unit retirement village.
However, original owners Bovino had signed an agreement with Ballarat City Council that the site remain a caravan park until September 30 last year.
Casey Group challenged the validity of the sale in the Supreme Court and it was declared void.
JG King Building Group director John King Junior said yesterday it was an exciting time for the company, with the development to include land sales as well as a variety of house and land packages.
He said the three-year project will provide about $100 million of economic activity.
“JG King Pty Ltd are appreciative of the input of nearby Lake Gardens residents in supporting the approval of the development and believes it provides a good outcome to continue residential development in this popular area,” Mr King said.
The development was approved by the Victorian Civil and Administrative Tribunal on March 8 after it was initially appealed.
Lake Gardens Action Group committee member John O’Sullivan said a requirement for nearby industries to meet industrial three conditions was significant in the VCAT approval process.
A grain processing plant and a material recycling plant, both in nearby Gregory Street West, have been approved in the past few years.
