The man died after the Falcon utility he was driving veered off Learmonth Road, Mitchell Park and into a paddock, near Ballarat Airport, around 3.15pm.

Ballarat Highway Patrol Senior Constable Travis Johnson said alcohol and speed were not factors in the crash. 

Ambulance Victoria spokesman John Mullen said preliminary indications showed there was no trauma involved and that the man may have suffered a cardiac arrest. 

UK tourists Paul and Jacki Kyneston were first on the scene. 

The couple were taking a power nap in their car off Learmonth Road when they heard loud banging noises. 

“We just heard a lot of banging and crashing, at first we thought it was kids driving around,” Mr Kyneston said. 

Mr Kyneston said when he approached the vehicle, the driver had already lost consciousness. 

Senior Constable Johnson said police welcomed information from new witnesses. 

“We are urging any witnesses, that we haven’t spoken to, to contact Crime Stoppers or Ballarat Highway Patrol,” he said. 

Police, ambulance and Country Fire Authority teams were called to the accident about 3.30pm and the road was blocked for more than an hour.

A police spokesman said the fatality would not be counted as part of the state road toll. 

“The accident appears to be the result of a medical condition,” the spokesman said. 

Police are continuing their investigations and a report is being compiled for the coroner.
