Only two months after Premier Denis Napthine declared that no stations would close under a Coalition government, it has emerged that police may ignore concerns of local MPs and almost $2 million of station upgrades in the past year to build a "hub" in Notting Hill.

The move could have major ramifications in several key seats ahead of the November 29 election, as other battles regarding police resources rage across Victoria.

Glen Waverley, Mount Waverley, Oakleigh and Clayton stations would close under the plan, replaced by a ‘‘super site’’, a vision for policing revealed in the Blue Paper, released by Mr Lay in June.

Police Association secretary Ron Iddles said officers at the stations had been told to keep records of their interactions with the public so command could determine whether they should be closed, open for reduced hours, or replaced with a ‘‘shopfront’’, which would provide a more limited range of services.

Detective Senior Sergeant Iddles said despite Mr Lay repeatedly stating that the Blue Paper was designed to start a conversation about the future of policing, changes were being railroaded through with no consultation.

The union attended a protest in Drysdale on the Bellarine Peninsula last Friday after opening hours at three local stations were cut. Corio station has also reduced opening hours in a bid to increase patrols.

Fairfax Media reported in June that at least four stations given funding of almost $40 million that were promised 24-hour rosters during the 2010 election campaign - including some that are yet to be built - were unlikely to be provided with enough officers to fill the commitment.

Residents in Emerald have voiced their frustration that a rostering commitment has not been met since their $8.8 million station was built, and a police officer has spoken of his concerns that a $16.3 million station under construction in Somerville will not be allocated enough officers to operate for 24 hours.

Detective Senior Sergeant Iddles said the Notting Hill station would be located on a site near Bunnings on Ferntree Gully Road, almost directly in the middle of the four stations under threat. The Blue Paper, a vision for Victoria Police in 2025, declared that ‘‘super sites’’ would have hot-desking capabilities and be ‘‘larger consolidated facilities, which will replace the current model of multiple, smaller and less operationally-effective sites...with an emphasis on mobile patrolling’’.

A Victoria Police spokesman said a feasibility study was being conducted on the Monash police service area, with no decisions made on the future of stations. There was no timeline for the study.

Oakleigh station, which received a $316,000 upgrade from the Coalition in October, is in the marginal electorate of the same name and is held by Labor MP Ann Barker, who is retiring. The Labor candidate for the seat is Steve Dimopoulos.

Mount Waverley station, which is undergoing a $1.5 million redevelopment, and Glen Waverley, are in the Mount Waverley electorate. Liberal MP Michael Gidley won the seat in 2010, and has a buffer considered slightly better than marginal of 7.45 per cent. Mr Gidley has previously declared that Mount Waverley would be 24 hours, despite a lack of support from police command.

Clayton is in the seat of Clarinda, which will largely replace the seat of Clayton after last year’s electoral boundary redistribution. Labor MP Hong Lim has a safe margin in Clayton.

Labor MP Lisa Neville attended the protest at Drysdale in the marginal seat of Bellarine, which she holds by a paper-thin 1.37 per cent.

Police Minister Kim Wells has repeatedly backed moves by Mr Lay to reduce opening hours, despite several police decisions blocking the Coalition from realising election promises. He said on Friday that the Bellarine would be safer under new rosters as more police would be freed to patrol and respond to calls.
