A man entered a store in Scarsdale and indecently assaulted a female at 12.30pm.
Neighbouring shop keepers heard the disturbance and came to the woman's aid.
The man fled the scene in an aqua Hyundai Excel, travelling towards Ballarat.
Two local residents, who were inside their Scarsdale house at the time of the alleged crime, said they had never seen a car of that description in the area before.
One of the men who unknowingly entered the crime scene to buy a drink before police arrived said he was shocked to hear of the news.
"It's something we would never expect to happen in Scarsdale," Roy Hodgson said.
"It's pretty creepy considering we're just next door."
Resident Alex Tucker said it was the first incident in the area he had heard of since deciding to move to Scarsdale a year ago.
"It's usually really quiet and not a lot happens," he said.
"It's scary considering we have girls living at home."
The men said, like other residents, they were going to ensure their doors were locked until the man had been found by police.
Police had not revealed a description of the man as of Sunday.
