Ms Batty was visiting the memorial garden alone for some quiet time and reflection on Monday afternoon at the Tyabb oval where her son was murdered by his father Greg Anderson in February, Channel Seven reported.
She said she had left her car for about 20 minutes when someone broke in the back window of the vehicle and stole her handbag.
The bag contained precious photos of her son.
The memorial garden for Luke is due to be opened on Friday evening but Ms Batty was too shaken by the incident to attend, Channel Seven said.
Ms Batty said she had reported the matter to Victoria Police and that she had noticed someone loitering in the area at the time.
Victoria Police confirmed they are investigating the incident.
