Premier Daniel Andrews announced his team at the swearing-in ceremony at Government House in Melbourne Thursday.
Among the other developments it is the also first time a minister has been appointed in Australia specifically to tackle family violence, Mr Andrews said.
"I'm proud to appoint Australia's first ever Minister for the Prevention of Family Violence, because we need real leadership to tackle this hideous crime," Mr Andrews said.
"My team will get straight to work fixing schools, ending the ambulance crisis, creating jobs, saving TAFE and removing the 50 most dangerous and congested level crossings."

Mr Andrews said he trusted his team to make Victoria "stronger, fairer and better".
Tim Pallas has been appointed treasurer, continuing on from the role he served in opposition.
Wade Noonan will take Police and Jacinta Allan will look after the Transport portfolio
Newly appointed minister Jane Garrett will look after the portfolios of emergency services, consumer affairs, gaming and liquor regulation.
Jill Hennessy will be in charge of health and ambulance services
His cabinet will include nine women with and Western Victoria upper house MP Jaala Pulford and Brunswick MP Jane Garret among the promotions.
Ms Pulford has been rewarded for her work with puppy farms as deputy leader of the Upper House.
Member for Melton which incorporates Bacchus Marsh and other regional towns has been appointed Deputy of the Lower House.
But Yan Yean MP Danielle Green - who was previously shadow family violence and women minister - has been dumped.
The rest of the ministry is made up of MPs who were shadow ministers.
Ms Garrett was first elected in 2010 and like Mr Tee, hails from the Socialist Left. She was the shadow cabinet's secretary and many consider her a rising star.
Mr Andrews was introduced to a standing ovation from members of the Labor caucus, telling them that the new government would work hard "every single day" to deliver its commitments.
He urged his colleagues to display unity, disciple and an "unparalleled focus on the people of this state".
"Every Victorian can be proud of our state's story but we all must work hard to ensure the next chapter is brighter," he said.
"Now, more than ever, Victorians, and may I say the rest of the nation, needs political leadership that keeps its word."
Rookie Labor MPs sat with re-elected colleagues in the party room at Parliament House for the first time since the election. Joining them was Bentleigh candidate Nick Staikos, who leads sitting Liberal MP Elizabeth Miller by just 298 votes.
