Mr Purcell takes out the position thanks to a series of preference deals.
He only received 1.26 per cent of the formal vote.
The position was previously held by David O'Brien from the Nationals.
Liberal MPs-elect Joshua Morris and Simon Ramsay and Labor MPs-elect Jaala Pulford and Gayle Tierney were also officially announced as victors.
A huge number of below the line votes meant a decision was near impossible to guess with certainty before this morning's announcement.
An array of minor parties will fill the upper house making for a difficult term for the incoming Labor Government who do not hold a majority in both houses.
The controversial upper house will include two MPs from the Shooters and Fishers party, one MP from the Democratic Labour Party, one MP from the Sex Party as well as Mr Purcell.
The array of minor parties is partly a result of a series of preference deals cut among the groups.
