A temporary, wooden wall fell onto a pedestrian walkway inside the Cranbourne Shopping Centre at about 12.30pm, striking five people.
A woman aged in her 80s was taken to Dandenong Hospital after being hit on the head and a man in his 50s, who was also struck to the head, was taken to Casey Hospital.

They were all in a stable condition, an Ambulance Victoria spokeswoman said.
"Thankfully no-one was trapped," she said.
Two other women – one who was hit to the shoulder and another to the arm – were also being assessed at the scene, she said.
Fairfax Media understands the temporary wall was erected along a large shop that was being refurbished.
Large gusts of wind, and a question of whether rear doors to the space were open at the time, are expected to form part a Worksafe Victoria investigation into the incident.
Specialist engineers were assessing how the wall had been constructed and secured.
