Acting Inspector Neale Robinson said the officer was distracted by a piece of police equipment at the time of the incident.
A man, boy and girl, attending Heritage Weekend festivities, were hit on the corner of Sturt and Lydiard streets about 3.30pm.
The man, in his 40s, and the boy, aged seven, were taken to Ballarat Health Services Base Hospital and the girl was treated at the scene by paramedics.
Inspector Robinson said the officer's ability to drive a car had been withdrawn.
"They are subject to the standard ramifications that we apply to any driver," he said.
Ballarat Police will internally investigate the incident.
Police said they would provide support to the pedestrians involved.
The driver is expected to be sanctioned at a later date.
