The McDonalds Reds fought out a 0-0 draw on the road after being reduced to 10 men shortly before the break, with Shaun Romein red carded for a reckless challenge.
The Zebras threw everything at Ballarat in the closing stanza, but could not get past the dedicated Reds defenders.
Ballarat hasn't lost a match in six rounds, and currently sits fourth on the table after four rounds.
Coach James Robinson described the result as "fantastic".
"Clean sheet with 10 men - fantastic," he said in a post match interview with NPLV's Matt Conversano.
"Moreland aren't second on the table for no reason, they're a good team (and) they pose problems for you.
"Going down to 10 men, they threw everything at us but the kitchen sink."
