The 45-year-old man from Yallourn North was kayaking with a friend on the Thomson River Dam about 10:30am.
Three hours into the trip, his kayak became tangled in brush and overturned, throwing him into the water.
After initially failing to find his friend who had not yet resurfaced, the second man managed to spot the man and pull him from the water onto the riverbank, but the man died at the scene.
"Despite his best efforts to revive him, he died at the scene," said Victoria Police spokeswoman Leonie Johnson.
The friend reported the incident to Baw Baw Highway Patrol about 4:20pm.
Search and Rescue and Water Police members will locate and retrieve the man's body on Saturday.
