While Melbourne's freeway network has changed markedly in the past three decades, think CityLink, Eastlink, Peninsula Link, Nextlink etc - the rail network looks similar to the 1985 version, give or take a couple of extra stations and separating some lines.

What about schools, hospitals, sporting and social spots - what are Victoria's most pressing priorities?

Victoria has a new infrastructure planning body, Infrastructure Victoria, to develop the next list of things that may or may not be built.

The brief is to develop a 30-year infrastructure strategy detailing short, medium and long-term needs.

A five-year infrastructure plan from the state government will also be developed, outlining priority projects and funding commitments.

The idea is to take "the politics out of infrastructure"  to "ensure that Victoria's immediate and long-term infrastructure needs are identified and prioritised based on objective, transparent analysis and evidence".

Sound familiar?

Premier Daniel Andrews said governments come and go, but our long-term infrastructure priorities always remain.

Yes they do.

So where should the dollars go? What do we need the most?

Well, according to the president of the Public Transport Users Association, Tony Morton, getting our suburban train network running properly is the first step.

"Bring it up to 21st century technology and not base it on the technology of 50 or 100 years ago," he said.

This includes improved signalling, duplicated tracks and removal of level crossings.

"A go-anywhere-anytime network that links trains with buses and trams," he said.

In the longer term,  he listed perennial Melbourne favourites: new train lines to Melbourne Airport, Doncaster and Rowville, and extending the suburban train network to growth areas at Clyde, Mernda and Wallan.

"Important priorities for ensuring people in the growth areas can go about their daily lives without suffering under the burden of chronic traffic congestion" he said.

Michael Case from the RACV said critical projects for Victoria include completing the Metropolitan Ring Road, building Melbourne Metro and Airport Rail Link, and improvements to capacity within the Dandenong rail corridor and eliminating level crossings.

Further on we should work on finishing the duplication of the Western Highway, Princes Highway East and Princes Highway West, and commencing the Western Distributor project.

And let's not forget about the East West Link project, that should be completed within 30 years.

But what else should be done to make Melbourne and Victoria better?

Here's a few ideas.

Buy back the Spencer Street retail centre, knock it down and turn the area into public space for the Detroit end of the CBD.

Fully refurbish Flinders Street station so the entire building is operational, including the ballroom.

Commit to removing portables from all state schools and replacing them with new classrooms.
