The 25-year-old will be a Devil next Ballarat Football League season after missing out on AFL selection in the national and rookie drafts.
Banner, who played 19 games for the Power between 2009-12, enjoyed a strong year for premiers Williamstown in the Victorian Football League.
Darley president Grant Wright said Banner was a strong acquisition for the club.
"It's great to welcome Mitch on board," Wright said.
"What he will bring to the group, and what he can teach, will be second to none."

Banner was initially drafted to the Power with pick 42 in the 2008 national draft, after playing for the Western Jets in the TAC Cup.
The midfielder formed a close friendship with Darley's Steve Kennedy through the Jets' program.
Wright revealed that Kennedy had conversations with Banner throughout the season, which was enough to pry him away from the clutches of rival sides.
"A lot of people showed interest in Mitch from down our way," Wright said.
"He was very keen to play with Steve. And knowing that Darley was coming off a grand final and had a really good list in place, it was enticing for him.
"Mitch even came to watch us in the grand final, which probably put a bit of icing on the cake."
Banner’s move to Darley comes at a good time for the club, which recently announced that premiership duo Nathan Lyons and Andrew Challis would not be on the list next season.
The Devils also expect to name two more signings at a club function on Friday night.
