The government has spruiked Australian Bureau of Statistics figures showing full-time jobs in Victoria increased by 12,700 in December.

The government also reported full-time employment had passed 2 million for the first time.

But the opposition disputed the state government's interpretation of the jobs figures and said the Andrews government was set to fall short of its election promise to create 100,000 full-time jobs in its first two years.

Treasurer Tim Pallas hailed the latest figures, saying there had been "considerable job creation" in the past 12 months. He said unemployment had also decreased in Victoria.

Mr Pallas said more job vacancies had become available.

"Victorians are getting back to work and Victorians are also finding full-time work," Mr Pallas said.

Mr Pallas said 47,800 full-time jobs had been created under the Andrews government.

But the opposition said there were just over 39,000 full-time jobs created since December 2014 in seasonally adjusted terms.

Opposition treasurer Michael O'Brien said there had been "anaemic" jobs growth in the past year and Victoria actually lost jobs last month. "These job numbers are bad news for Victorians looking for work," he said.

Australian Industrial Transformation Institute director John Spoehr​ said job creation had been "pretty solid" under current conditions in Victoria.

But he said expected job losses with Ford and Toyota ceasing manufacturing would put pressure on continued employment growth.

Dr Spoehr said the government would struggle to deliver its promise to create 100,000 full-time jobs in two years.

"It's going to be very difficult to keep, given the closure of the automotive industry," he said. "This is beyond the control of state governments."

He said the closure of car manufacturers was just beginning to take effect. Dr Spoehr said a substantial number of full-time jobs would be lost as a result of the automotive manufacturing closures.

Melbourne University professorial research fellow Roger Wilkins said monthly jobs figures were volatile on a state level.

And a state government's capacity to influence job creation figures was "relatively small", particularly in the short term.

Professor Wilkins said policies created by the federal government and Reserve Bank tended to have a greater effect on jobs figures.

However, he said state government policies did have an impact on business confidence while infrastructure funding could also help stimulate jobs growth.
