Brown, of Bundoora, said this was the first in four seasons of running that she had been clear of injury.
The 19-year-old, who is originally from Manchester, said it was great to be able to take advantage of this to have her first open win.
She made the most of her 27m mark to edge out Ballarat Athletic Club president Alec Wiltshire (15.00) in the final, with Paddy Turner (15.50) third.
