Rebekah Emily Stewart, 23, was arrested at her friend's house in Altona North about 2pm on Thursday.

Ms Stewart has been charged with negligently causing serious injury, dangerous driving causing serious injury, failing to stop after an accident when someone has been seriously injured, failing to render assistance when someone has been severely injured, driving an unregistered vehicle and driving while disqualified

Ms Stewart, of Mount Pleasant, appeared before an out-of-sessions hearing at North Melbourne police station on Thursday evening.

Detective Sergeant Mark Amos of the major collision investigation unit told the hearing that Ms Stewart was driving down the wrong side of the road on Wendouree Parade shortly after 6am on Good Friday when she collided with a cyclist, Christian Ashby.

Mr Ashby, a 36-year-old podiatrist and the father of two young children, was flown to the Royal Melbourne Hospital in a life-threatening condition with severe leg and head injuries. He remains in hospital in a serious condition.

Detective Sergeant Amos alleged that Ms Stewart drove off and hid her silver Mitsubishi Lancer in a vacant block in Delacombe, before walking to an associate's address in the same suburb.

Two associates then drove her to collect her abandoned car and returned to the Delacombe address, where they parked the car at the rear of the house and covered it with a tarpaulin.

Ms Stewart allegedly stayed at the property before returning to Melbourne on Saturday evening.

Investigators discovered that Ms Stewart had multiple phone numbers, and one number was linked to a false name and address.

Detective Sergeant Amos said she had considered "fleeing" the state, and arranged to take money and property away with her.

Police were also investigating whether illicit drugs were involved in the incident, the hearing was told.

Detective Sergeant Amos said Ms Stewart had been in contact with her father over the past week, who encouraged her to turn herself in, but she had made no attempt to contact police.

Earlier this week, Mr Ashby's wife, Karen, said the family was "absolutely devastated" and pleaded for those responsible to hand themselves in.

"Christian is the most gentle, caring man I have ever met and my family agree … he would never hurt a fly,"  she said.

"He rides around the lake purely for the safety factors. He's an extremely safe rider and not a risk taker."

Ms Stewart did not apply for bail and was remanded in custody to appear at the Melbourne Magistrates Court on Friday.
