Ballarat Senior Sergeant Neale Robinson said police attended a house at Grevillea Road, Wendouree just after 8am on Saturday to speak to a 33-year-old man about an unrelated matter.
Police allege he was found to be in possession of the handmade loaded handgun and was arrested and interviewed at the Ballarat Police Station.
The man was charged with numerous offences including manufacturing a handgun, possession of an unregistered handgun and prohibited person possessing a handgun.
He was remanded in custody to appear in court on Monday.
