PSOs patrol the carpark daily, and Morgan – like thousands of Melburnians last year – has been fined.

"I see other cars fined almost every day. People don't bother fighting them," says Morgan. He got fined a couple of years ago, took it to court and won.

"My defence was you couldn't just arbitrarily fine people when there were no signs," says the 54-year-old father of three who runs a South Yarra tour company.

Now, Morgan is headed to court again.

Last November, his family's car was issued with two infringement notices in two days. Mr Morgan wrote to the transport department – "They wrote back and said too bad, pay up" – and then his local MP, Jane Garrett. Her office referred him to Public Transport Minister Jacinta Allan. Her office said he should contact the Public Transport Ombudsman. They said he needed to go to the Legal Ombudsman, which couldn't help him.

At that point, he gave up on official channels, and called in to speak with Public Transport Victoria chief Jeroen Weimar while he was on the ABC. Mr Weimar's office followed it up – saying  they couldn't help either.

"At this point I wondered what I was doing, the fine is thirty bucks, and I know it's a tiny amount," says Morgan. "But every day people are being fined there and it just isn't fair."

Morgan also raised the issue with Greens leader Greg Barber. He said PSOs should have better things to do than issue parking fines, and that ticket inspectors should be turned into station staff "so that they can sell tickets and help people".

Last week, Morgan received a letter saying the sheriff was now involved and the fine had been escalated to $272. He has elected to go to infringement court.

Morgan says he's going to all the bother not over the money, which is a tiny amount.

"It's the principle," he says, that the station has virtually no signage so commuters know where it's OK to park. "At the moment it is a guessing game."
