Millar (11-under) carded four birdies and an eagle on the front nine of the Palmerston course in his third round six-under 65 on Saturday.
New South Welshman Jordan Zunic (13-under) maintained the lead heading into the final day, despite struggling for momentum in his 69.
Gold Creek professional Millar won last year's NZ PGA Championship and also recorded four runner-up finishes.
"if you had given me 65 at the start of the day I would have taken it," Millar told the Australian PGA website.
"As well as Jordan has played the first two days, I thought if I could get close to 18-under that would be a really good chance to win.
"I have had a lot of seconds this last year but I wouldn't mind putting another win on the board."
