Councillors unanimously voted in favour of rolling-out an extensive list of guidelines which set a clear direction on planting and landscape treatments, heritage and planning controls, traffic management and safety of Ballarat roundabouts.
The guidelines included mandatory consultation with surrounding residents in advance of any installation being undertaken at roundabouts in the future.
It comes after public uproar surrounding a landscaping feature at the Ripon and Mair Streets roundabout.
Nearby residents maintained they did not object to the harmony message but called for the council to relocate works because the structure went against the traditional heritage overlay of the area.
