The Bureau of Meteorology has issued a severe weather warning for parts of Western Victoria, with up to 70mm of rain possible in some areas.
However, most places within the warning are forecast to receive between 20mm-50mm.
Ballarat received 17.2mm of rain overnight to 9am today, with a further 8mm of falling already between 9am and 12pm.
BOM says a surface trough over Victoria and an upper level trough over the Bight will develop into a low pressure system over western Victoria later today.
The low will then move slowly eastwards across the State during Wednesday then over the Tasman Sea during Thursday.
Locations which may be affected include Ballarat, Mildura, Swan Hill, Horsham, Stawell, Bendigo, Maryborough, Castlemaine and Daylesford.
The State Emergency Service advises that people should:
- * Don't walk, ride or drive through flood water;
- * Keep clear of creeks and storm drains;
- * Be aware that in fire affected areas, rainfall run-off into waterways may contain debris such as ash, soil, trees and rocks;
- * Be alert that in areas recently affected by fires, heavy rainfall increases the potential for landslides and debris across roads;
The next warning is due to be issued by 11am.
