Three men told The Courier that a young man attempted to steal one of their utes while having lunch at the Golden Point Pizza Hut on Wednesday afternoon.
The men said a car "full of people" pulled up outside the restaurant, before one of the passengers left the vehicle and attempted to steal the ute, sitting on the other side of Main Road.
The men said they chased the man away before he could steal the car.
A statement from Victoria Police confirmed the 13-year-old had been arrested and taken in for questioning at the Ballarat Police Station.
“The boy attended Main Road in a vehicle with three other occupants,” the statement said.
“It is believed a boy has got out of the vehicle and attempted to steal another vehicle, however it was immobilised. Another offender in the offender's vehicle has then fled on foot and the other two have taken off in the vehicle. The boy is currently being interviewed at the Ballarat Police Station.”
Ballarat has been rife with vehicle thefts this year, with car dealers meeting earlier this week to discuss the crisis.
